Who We Are

The Florida School Labor Relations Service (FSLRS) provides services to member Florida public school districts in the areas of employee and labor relations. The FSLRS was founded in 1976 as a joint venture of the Florida Association of District School Superintendents (FADSS) and the Florida School Boards Association (FSBA).

A major part of FSLRS is to serve as the fiscal agent for Florida Educational Negotiators FEN and to support the activities of the (FEN). Member school districts pay an annual subscription fee for these services.

  • The general purpose of this corporation shall be to serve the school boards, superintendents, and staff personnel as a resource center and clearing house for data, ideas, and guidance in the field of labor relations.
  • The major objective is to provide a service to the school board members, superintendents, school board attorneys, and others concerned with public sector bargaining in Florida.
  • The services rendered include collection and dissemination of information, education and training of administrative personnel, research, analysis and evaluation assistance.

What We Do
  • Provide training for superintendents, school board members and negotiators in the area of collective bargaining.
  • Provide workshops relating to employee/labor relations topics to school district staff and school boards at no additional cost to the districts.
  • Monitor and provide practical advice on the timely implementation of new legislative initiatives and research issues requested.
  • Survey and inform district personnel on issues in labor relations, human resources and collective bargaining.
  • Provide assistance and technical support to the Florida Educational Negotiators (FEN).
